AVP, Technology Governance Specialist

The Technology Governance Team at SMBC Singapore oversees IT Technology Governance across IT System Development, Service Management, IT Operations, and IT Support & Control functions. We are seeking an experienced Technology Governance Specialist with a strong process and governance mindset to elevate IT governance standards and lead regional standardization initiatives across APAC branches.
The ideal candidate will have extensive experience in IT System Development, IT Operations, IT Service Management (ITSM), and IT Asset Management (ITAM), with a proven record of driving governance frameworks and compliance in complex environments.
Key Responsibilities:
- Governance and Compliance:
- Develop, implement, and maintain the IT Technology Governance framework, including policies and processes aligned with internal standards, regulatory requirements (e.g., MAS TRMG, BNM RMIT), and industry best practices across Singapore and APAC branches.
- Collaborate closely with APAC branches to standardize IT processes and review IT-related documents such as procedure manuals and guidelines.
- Continuously assess and enhance IT Technology Governance policies and processes for efficiency and effectiveness using methodologies such as Lean and Six Sigma.
- Conduct gap assessments against regulatory and industry standards and oversee the execution of improvement plans.
- Project Management:
- Define and maintain a strategic roadmap for IT Asset and Service Management implementations across APAC, supporting the globalization of standardized processes.
- Drive regional rollout projects such as implementation of APAC IT Service Management/Asset Management (ITSM/ITAM) standardized processes with the overall deployment of ServiceNow ITSM/ITAM modules, leveraging the platform for automation and IT operation process streamlining achieving operational efficiency.
- Collaborate with cross-functional teams to achieve project milestones, particularly during branch onboarding to ServiceNow.
- Reporting and Analytics:
- Establish and monitor IT governance KPIs, including ITSM/ITAM metrics and dashboards.
- Analyze reports to identify trends and systemic risks, escalating issues as necessary.
- Oversee the operational performance of key outsourcing service providers through KPI reviews and contract compliance analysis.
- Develop and deliver regular governance and compliance reports to stakeholders.
- Utilize data analytics to drive continuous improvement in IT governance and operational practices.
- Training and Support:
- Provide guidance to technology teams in adhering to IT governance policies and provide support initiatives to strengthen the governance framework.
- Facilitate the onboarding process for various branches to ServiceNow, ensuring smooth transitions and integration into existing workflows.
- Provide guidance and support to branch teams on best practices for using ServiceNow.
- Stakeholder Engagement:
- Engage with key stakeholders to gather requirements, identify challenges, and facilitate governance process improvements.
- Build and nurture strong relationships with branch leadership to ensure alignment and support for governance initiatives.
Qualifications:
- Bachelor’s degree in Information Technology, Computer Science, or a related field.
- Minimum 5 years of experience in IT governance, IT asset management, and IT service management.
- Proven expertise with ServiceNow ITSM and ITAM modules.
- Strong understanding of IT governance frameworks and regulatory compliance requirements in ITSM and ITAM.
- Excellent analytical, problem-solving, and project management skills.
- Strong communication and interpersonal skills with the ability to collaborate effectively across teams and regions.
Preferred Qualifications:
- ITIL certification or equivalent in IT service management.
- Experience with process improvement methodologies such as Lean or Six Sigma.
- Knowledge of current trends in ITSM and ITAM best practices.
