Job Responsibilities:

 

  • Lead the APAC Infrastructure Project Management and PMO functions, overseeing regional, branch and offshore PM resources to deliver infrastructure projects successfully.
  • Own the infrastructure project portfolio, ensuring effective governance, prioritization, resource allocation, budget control, quality assurance and executive reporting.
  • Drive the delivery of regional infrastructure programs and projects across cloud, network, security, data centre, end-user computing and technology transformation domains.
  • Establish, maintain and continuously improve project management methodologies, governance frameworks, standards, templates and delivery processes.
  • Conduct proactive project quality reviews, portfolio health assessments, risk management and assurance activities to improve delivery outcomes and consistency.
  • Lead and develop Infrastructure PM sub-leads, Project Managers and PMO team members through coaching, mentoring and capability-building initiatives.
  • Develop practical project management frameworks, playbooks and governance processes that enable project teams to execute projects efficiently and consistently.
  • Manage project resource planning, capacity forecasting and workforce utilization across the infrastructure project portfolio.
  • Own portfolio financial management, including budget planning, forecasting, expenditure tracking and financial reporting.
  • Drive continuous improvement initiatives by identifying delivery gaps, governance weaknesses and operational inefficiencies, implementing corrective actions and best practices.
  • Collaborate with infrastructure domain leads, architects, service delivery, security, risk and business stakeholders to ensure successful project delivery and compliance with organizational standards.
  • Provide portfolio performance reporting, strategic insights and executive-level updates to regional management and Head Office stakeholders.

 

Skills, Experience & Qualifications

  • Bachelor's degree in Information Technology, Engineering, Computer Science, Business Management or related discipline.
  • Minimum 12 years of IT project/program management experience, including 5+ years leading Infrastructure PM, PMO or Portfolio Management teams.
  • Proven track record managing US$10M+ annual technology/infrastructure project portfolios, including budget planning, forecasting, financial tracking and investment governance.
  • Demonstrated experience managing project delivery teams of 15+ resources across regional, offshore and vendor organizations.
  • Strong experience in resource demand planning, capacity management, workforce forecasting and cross-project resource allocation within a matrix organization.
  • Proven experience delivering large-scale infrastructure initiatives covering cloud, network, security, data centre, end-user computing and platform modernization.
  • Strong experience in portfolio governance, project quality assurance, risk management, executive reporting and delivery oversight.
  • Experience establishing and improving project management methodologies, governance frameworks, standards, quality controls and reporting processes.
  • Strong stakeholder management skills with experience presenting portfolio performance, delivery risks, resource requirements and budget utilization to senior management and executive committees.
  • Knowledge of Waterfall, Agile and Hybrid delivery methodologies; PMP, PRINCE2, Agile and/or ITIL certifications preferred.
  • Experience in banking or other highly regulated industries preferred, with good understanding of technology governance, risk, compliance and audit requirements.
  • Strong leadership, communication, analytical and people development skills with a proven ability to lead high-performing PM and PMO teams.
  • Experience managing APAC regional technology portfolios in a global bank or financial institution.
  • Experience managing annual project budgets exceeding US$20M and resource pools exceeding 30 project professionals.
  • Experience with project portfolio management tools such as ServiceNow PPM, Planview, Clarity, Jira, Microsoft Project and Power BI.
