Job Summary

1. Assist Head of CRM through overseeing the overall functions of Credit Compliance & Planning (CCP) Section and providing timely reporting on credit risk portfolio and exposure to management, board and regulator.
2. Ensuring adequate and proper credit policies, procedures and supporting mechanisms in managing credit risks and aligned to local regulations, shariah requirements, internal rules, leading practices, and business needs.
3. Managing ESG risk related initiatives of the Bank including development of policies in relation to climate risk management.  

 

Job Description
1. Credit Reporting and Monitoring
a) Review and ensure timely preparation of Basel II and Basel III reporting and other regulatory reporting based on BNM’s Guidelines
b) Ensure timely preparation of Credit Risk Report for submission and deliberation at Management/Board meetings and regulatory reporting.
c) Support management and stakeholders with the provision numbers (computation of Expected Credit Loss MFRS9) for internal management reporting, published financial statement, analysis and simulation of provisions numbers as well as ad-hoc requests.
d) Monitor, analyse and report credit portfolio performance, concentration, trigger limits with forward looking elements.
e) Review and assess risk profile of the loan portfolio and ensure compliance with internal / external guidelines and procedures.
f)  Advising and reporting to management on loan asset quality including concentration and migration of risk in portfolio, identification of potential vulnerabilities of portfolio under stressed & specific business condition.
g) Conduct the annual validation of SMBC’s credit grading model for application on Obligors in Malaysia for BOD’s approval.
h) Conduct the annual Macro Economic Variables (MEVs) assessment for application in the MFRS9 Expected Credit Loss (ECL) computation. 

 

2. Credit Policy and Planning

a) Review the loan portfolio analysis in terms of concentration on certain industries/sectors and present to the Management and Board on regular basis. 
b) Review and enhance the annual Risk Appetite Framework in relation to Credit Risk Key Risk Indicators of Risk Appetite Measures (RAM) and Risk Control Measures (RCM) dashboard.
c) Develop an internal policy independently and drive the implementation of framework, policies, and tools required for any new regulatory guidelines issued in respect of credit area. 
d) To be able to perform comparison between regulatory policies against Regional Head Office (RHO)/Head Office (HO) policies and procedures. These comparisons will be updated in the internal policy. 
e) Lead and provide feedbacks on BNM discussion papers, gap analysis, ESG initiatives and any other credit risk related matters. Understand and stay current with industry knowledge, trends and best practices for credit risk management.
f) Driving in a collaborative, cross functional team towards establishing ESG understanding, practices and application of selected international standards/guidelines across the bank. 
g) Working with internal stakeholders including Regional Head Office (RHO)/ Head Office (HO) to collate information for various climate risk initiatives and support other risk teams (e.g ERM) in developing the required framework for climate stress testing and the implementation.
h) Providing subject matter expertise, advisory support as well as credible and constructive challenge of ESG risk management issues by keeping abreast of and communicating latest trends, insights, regulatory developments, and latest practices. 

 

3. Credit Risk Management

a) Ensure appropriate action plans and contingency plans are in place to manage irregular matters (such as breaches and errors) and crisis situations respectively in CRM; including timely reporting to management and RHO.
b) Monitoring the efficacy of credit supporting mechanisms (credit organizational design, key performance indicators, training etc.) in controlling credit risk and making appropriate credit related recommendation.
c) Provide support and advisory that include periodic discussion with Front Office as to raise awareness and ensure alignment between risk and business objectives. Collaborating with other departments (including Shared Service Centre) to ensure appropriate credit functions and procedures.
d) To ensure all assigned projects are adequately managed and deliver within the timeline as well as managing stakeholders’ expectation.
e) Maintain a good and cooperative relationship in dealing with regulator or internal/external auditors.
f)  Lead department to work within teams, other departments, and IT to enable process improvement and efficiency.
g) Manage and improve staff performance to ensure Department and Division’s KPI is met. 
h) Take necessary actions to secure sufficient and appropriately skilled resources and ensure staff can act as back-up for each other.
i)  Assume responsibility of other relevant tasks as assigned from time to time.

 

Job Requirements

1. Degree or professional qualification in Finance, business, economics, accountancy, banking or related discipline.
2. Relevant AICB certification; Certified Credit Professional (Business) or Bank Risk management.
3. In depth knowledge of Credit Risk, regulatory reporting, such as MFRS9 Expected Credit Loss (ECL) and Basel II & III of Capital Adequacy Framework, as well as sustainability and ESG international standards/principles and best practices and relevance to the risk management.

4. Minimum 3 years experiences in credit evaluation/approval (2nd LOD functions) and minimum 10 years experiences in credit portfolio and reporting with total of minimum of 15 years in credit related areas including minimum of 3 years position as a Leader of Team/ Section.   
5. Experienced as Business/ Corporate Relationship Manager/Credit Analyst (1st LOD) will have an added advantage.
6. Well verse in overall credit operations (1st and 2nd LOD functions).

7. Possess good command of English, proficient in both written and oral communication skill, strong analytical and report writing ability.
8. Strong problem-solving capability to formulate and innovate strategies and solutions to deliver and coordinate the achievement of high-performance results and mission-critical goals. 
9. Possess professional and interpersonal skills to establish good rapport and working relationship with stakeholders which includes ability to interact and communicate well with the regulator/external auditor. 
10. Ability to multi-task, independent, disciplined, self-motivated, agile, work under pressure to meet deadlines set, and able to work independently with minimum supervision. 

11. Has good understanding and ability of financial statements and cash flow analysis.
12. Able to present reports to Management and Board.
