JOB SUMMARY          

This role is crucial in driving operational excellence, digital enablement, and strategic alignment for the regional execution of global Learning & Development (L&D) initiatives. As a key partner in both regional and global L&D transformation efforts, support in the design, optimization, and implementation of learning systems, data strategies, and operational processes that define the future of learning in a fast-paced, regulated environment.

Positioned at the intersection of technology, talent, and transformation, this role also ensures compliance with system risk requirements and oversees smooth day-to-day L&D operations within the region. Additionally, it involves active collaboration with cross-functional teams across other regions to support unified and effective learning solutions.

 

KEY RESPONSIBILITIES

  1. Lead/support complex, multi-country projects with clear timelines, stakeholder engagement, and change adoption strategies.
  2. Partner with global and regional stakeholders across the US, China, and EMEA to align systems, processes, and transformation efforts.
  3. Work with HRIS/LMS on project manage LMS enhancements or change request related to training operations and provide support, guidance to various  stakeholders on LMS administration and/or system related issues.
  4. Drive automation and digitalization of L&D workflows to enhance learner experience and operational efficiency.
  5. Ensure system risk compliance, data governance, and adherence to internal controls and regulatory standards.
  6. Plans, manages, and executes training needs analysis and assessment and evaluating training/skills needs that are aligned with the objectives of the  organisation.
  7. Support in building a comprehensive of analytics to measure learning effectiveness and impact; execute and analyse training evaluation and provides relevant reporting.
  8. Support in building and implementing LMS capability roadmap and supporting building a learning culture in SMBC.
  9. Design and embed scalable SOPs, governance frameworks, and process enhancements that support regional growth.
  10. Executes and updates department procedure manual and documentation, ensure internal business processes compliance with the guideline of regional/Head Office’s rules and policy.
  11. Other duties or responsible as required.

 

 

POSITION SPECIFICATIONS

  1. Bachelor’s degree in Business Admin / Learning Technologies or related field.
  2. 8–10 years of experience in L&D/HR operations.
  3. Experience with HRIS/LMS platforms and regional/global transformation project.
  4. Knowledge and experience in talent development strategies and Learning Needs Analysis.
  5. Special Skills Required: Project and stakeholder management, Strong written and communication, Analytic Skills, System risk compliance and governance, HRIS/LMS expertise, data integrity, automation.
